Subsequently, a full-fledged training Centre with all modern training facilities and hostel accommodation was established at EM Block, Sector V, Salt Lake, Kolkata 700091 .The new RTC building was inaugurated by Shri N.Gopalan, the then CGDA, on 18th December 1997.

The Regional Training Centre at salt lake has two large training halls, each having a capacity of 50 seats. There is a computer laboratory with 30 personal computers. There is one conference room of 20 seating capacity. The RTC is also provided with a library and an open function hall. The hostel attached to the training centre provides latest amenities, round-the-clock catering, health club and sports facilities. 

Originally, RTC, Kolkata, was assigned with the responsibility of imparting training to the officers and staff of various DAD offices located in the Eastern Region .

Presently, RTC, Kolkata, has been identified as“Centre of Excellence” with specialty and expertise in Factory & Cost Accountants’ training. This has enhanced the coverage of RTC, Kolkata, from the above offices to also include the 39 Branch Accounts Offices attached to various Ordnance Factories all over India. Accordingly, RTC, Kolkata, has considerably increased its training activities as compared to the original approved Annual Training Calendar for 2001-02 and it includes certain out-station/ in situ courses.

To augment the human resources and to enhance their capabilities in the Government departments, the Government decided to attach highest priority to training. Accordingly, a need was felt to setup fully equipped and competent training centres in all departments to cater to the ever increasing training needs. In Defence Accounts Department, five Regional Training Centres were established in different regions. To meet the training needs of Eastern Region, Regional Training Centre (RTC), Kolkata  was established during March 1992 which commenced its functioning from the old premises at 5, C. R. Avenue, Kolkata 700072.
